1. CHESSINGTON DISTRICT RESIDENTS ASSOCIATION NOTICES

 

( a )  Mr Colin Hossack was elected Treasurer of the Association.

 

( b ) Chessington Chat, the free advertising booklet widely distributed in Hook, Chessington and Malden Rushett have offered to give us a half page in each edition free oc charge.  The RA expressed our thanks.

 

2. MINUTES OF THE LAST MEETING

 

( c ) The minutes of the last meeting were agreed.

 

3. VISITING MEMBERS QUESTIONS

 

( d )There were no visiting member’s questions.

 

4. MATTERS ARISING

    

( e )  Another issue to be raised with the Road Safety Committee are the no cycling signs.  They are usually located 8’ 6”  above the ground and are of small size.  This allows cyclists to claim they are hard to see. 

 

( f )  The issue of the planning application to build  21 houses  in 5 blocks on  44- 60, Leatherhead Road which will possibly cause flooding in Sussex Gardens was discussed.  This application is due before the SOTB Planning Committee on the 13th September. Our Residents Association will work with Sussex Gardens residents to make a coordinated statement at the meeting.  We note that the Planning Officers recommendation is to permit the development.  Flooding is the only remaining remit.  We will support Mr McDonald who is speaking for the residents and who has prepared, with our help an extensive document on the topic. 

The Residents Association have decided that as a separate issue, we will investigate the maintenance of our drainage system and who is responsible.  The last investigation of this issue was in January 1988.  We need to understand this issue clearly so as to protect the future interests of the community.

 

( g )  The law relating to the use of fireworks has been checked.  Fireworks can be ‘set off’ from 7am to 11pm with later times as special exemptions for approved holidays.  They may not be used on roadways or on public land until by express permission of the Council. 

 

(h )  Chessington Youth Action have not as yet received our donation due to diary problems which we expect to resolve in the coming month.

 

 

 

 

 

 

5. NEW ISSUES      

 

( i  )  The local bus services were discussed. Bad driving has been experienced on a number 465 bus the previous Friday evening.  It was agreed that the standard of driving on the number 71 bus route, which is operated by a different company, is good.

All agreed that travelling on the buses between 3pm and 4.30pm was an uncomfortable time because of the numbers of school children present. The practice of Southborough School was described.  Teachers come out of the school to keep order at the bus stop and ensure the children get on the bus in an orderly manner.  Unfortunately the teachers attempt to put all of the children queueing onto the first bus that arrives, so ensuring extreme overcrowding and noise from the excitable children

 

( j  )The meeting decided to investigate as to whether the behaviour of school children during their journey to and from school is in part a responsibility of the Royal Borough of Kingston. We will raise this issue at the Road Safety Committee’s next meeting in October and at a future Safer Neighbourhood Police meeting.

 

( k )  The second Surrey Local Transport Plan annual progress report is being published, we will ensure we get a copy.

 

 

6.  PLANNING APPLICATIONS

 

( l )  573, Chessington Road – To demolish the existing building and build two semi-detached four bedroomed two storey houses.  We will not object.

 

( m ) 44-60, Leatherhead Road – A third identical application has been lodged so as to be able to pursue the planning application if the second application is held up by the planning committee.

 

( n) Chessington Garage, 362-364, Leatherhead Road, Malden Rushett – A change of use application to build a Kwik Fit Centre. We will support the comprehensive objection made by the Malden Rushett Residents Association.

 

( o )  St Mary’s Primary School, Church Lane – An application to demolish the temporary classrooms and build a school extension, partly on playing fields.  As this may include a new church hall site,  which at this date we have been unable to confirm, we will examine this application in detail. 

 

( p ) 71, Leatherhead Road – Permission to demolish the existing building and build two blocks of houses.  We will object on the grounds of overdevelopment, back land development and  loss of privacy. 

 

( q ) 268, Hook Road – To demolish the existing building and build 8 x 1 bedroom flats.  We will object on the grounds of overdevelopment, back land development and loss of privacy. 

 

 

 

7. PLANNING NEWS

 

( r ) CWA application for improvements to the north car park was withdrawn.

 

( s ) 51, Thrigby Road – To build an extension was refused.

 

( t )  Preswylfa, Green Lane – To demolish the bungalow and build a four bedroom house, permission granted.

 

( u )  Merritt Gardens Health Centre – Permission granted to locate a temporary pharmacy in the car park.

 

( v )  Kebab Shop, 204, Leatherhead Road , was refused permission to relocate its ventilation duct.

 

( w)  57, Rollesby Road – Permission to extend the house was refused.

 

 

8. POLICE REPORT

 

( x )  Apologies were received from the Police that they were unable to attend this meeting, however, they made arrangements to deal with any issues raised at next weeks steering committee meeting.

 

(  y)  The following issues were raised at this meeting for taking forward.:-

 

·        There have been reports of late night disturbances from customers of the kebab shop at 204, Leatherhead Road which have affected residents in Fleetwood Close.

·        Some local authorities have established residential zones in which ‘cold calling’ is forbidden.  Woking currently have an experiment covering 600 homes.  We will seek the opinion of the Police on the viability of such proposals.

·        Local residents have complained of noise disturbance from the Harrow Public House which once per fortnight plays music very loudly until 2pm.  We will discuss with the Police at the steering committee meeting.

·        Residents have complained of problems with speeding vehicles in Devon Way.

·        Foliage in the parkland behind Kelvin Grove was to be carefully maintained so as not to provide hiding places for criminals intent on burgling the adjacent  properties.  The foliage is now considerable overgrown again and residents are fearful that there will be a return of intruders.

·        Residents have complained that vehicles approaching Copt Giders from Stokesby Road regularly turn right  into Gilders Road so as to avoid driving around the green.  The left turn only sign is inadequate.

 

 

 

 

 

 

 

9.  OTHER BUSINESS

 

 ( x ) Due to St Pauls Church needing the meeting room our future meeting schedule unfortunately has to be amended.

 

Provisional dates for subsequent meetings are Thursday 1st November and Thursday 13th December. 

 

(y ) Please note that there will be a  Neighbourhood Planning Meeting at Castlehill Primary School, which is the new name of Moor Lane School on  Wednesday the 10th of October at 7.30pm.  The theme of this meeting is ‘Looking after our Green Spaces’ encompassing the management of parks and grounds maintenance and the Green Spaces Strategy.
