1. MINUTES OF THE LAST MEETING

 

The minutes of the last meeting were agreed.

 

2. VISITING MEMBERS QUESTIONS

 

There were no visiting members questions.

 

3. MATTERS ARISING

 

( a) Oyster Cards – The petition requesting a sales outlet on Hook Parade has been lodged and now needs following through the various procedures.  Jim will undertake this work

 

TfL have stated that they are contracted to have only two oyster card outlets in the SOTB.  Sue is continuing to battle with TfL.  A travel card outlet has been opened two doors away from Mr Patel.  The newsagent at Chessington South station, which sells travel cards, would also like to sell oyster cards.  Councillor Bamford reported that there are no sales outlets for oyster cards in Chessington South ward.

 

( b) Hook Community Centre - The  centre is to be handed over from the builders to RBK  for fitting out  at     a small ceremony next Saturday. The planned opening date is the 30th of November.

 

The new equipment cabins on the roof of the centre were discussed.  Jim  will ask questions at the Neighbourhood Planning sub committee as to what the equipment cabins hold and if they have received planning permission.  A question will be lodged with the committee to this effect

 

 

(c )268, Hook Road – The site has been bought, presumably by a developer. No planning application has yet been submitted.

 

( d ) A243 cycle lane – The inadequate nature of TfL’s  cycle lane was discussed.  Because the cycle lane is not continuous and is often very narrow the meeting thought that it was very dangerous for cyclists to use.

 

(e) Wind Turbines at Chessington Community College – Jim has received a response from RBK planning department which he read to the meeting.  Essentially a specification has been written for the turbines and entered into the planning agreement.

 

(f) Golf Club Lighting – The golf club responded to claims that their flood lighting was still on after 10pm by saying that the lighting was controlled by a time switch set to turn off at 10pm.  Members doubted that this was happening.  The turn off time will be monitored and recorded by members.

 

(g) Parking  at Hook Parade – Jim raised the topic of the public consultation with regard to pay and display parking at Hook Parade.  The committee decided to ask the Neighbourhood Committee if the public consultation will be completed before the opening of the community centre.

 

(h) Chessington Youth Action – The cheque for our donation to CYA has been drawn but as the organisers have been on holiday it has not yet been presented. The presentation is expected to take place shortly.

 

(i) Medical Issues - Primary Care Trust Comprehensive topic consultation meetings are to be held on the 9th September, Jim has details of when the specific topic consultation meetings are to take place.

 

Malden Rushett is now to be covered by the Kingston Primary Care Trust.

 

    Maternity services at Epsom are to be closed.

 

    Changes to the organisation of the eye hospital at Kingston are causing concern. .

The re-building of St Helier hospital has been put on hold.  St Helier was to take    over many of the services provided by Epsom  Hospital.

 

(j) Malden Rushett Travellers – As of the 6th September they were still burning plastic and stable waste. As there are serious environmental issues the Enforcement Officer has visited the locality and interviewed residents.  The mis-use of a site opposite the Star public house which is located in the jurisdiction of Mole Valley will be followed up.

 

We will ask a question at the Neighbourhood Planning Sub Committee asking if RBK liaises with adjacent local authorities on issues concerning properties which lie upon our Borough boundaries.

 

(k) The Cricketers Public House – Objectors have appealed against the granting of extended opening hours.

 

(l) The Kings Centre Noise Pollution – Some Mansfield Road and Estate residents are raising a petition to ask the Kings Centre not to repeat their Christian Rock Concert unless there is a serious reduction in the noise produced.

 

(m) KATA – The next meeting is to be held on the 20th September.  The 71 bus service is to be extended to a night service.  This was discussed and welcomed.  The service will be linked to the number 85 bus route from Putney station.

 

(n) Police Attendance at Disturbances on Buses – This question is still unresolved and a statement is expected at the September Safer Neighbourhood Police meeting.

 

(o) RBK’s Wasteful Postage – A member received a road safety newsletter which was one sheet of paper in an A4 size envelope sent 1st class.  This was considered to be a significant waste of money bearing in mind the number of newsletters posted.  This will be an even more serious waste of money when the new post office size related charging commences.  Other members gave examples of RBK’s  irresponsible use of the post. Councillor Bamford will pursue this issue.

 

(p) Chessington CHAT  - A magazine of this name is distributed free to 1,800 households once per month via the free newspaper distribution system.  We will investigate the cost of placing an advertisement to publicise our Residents Association.

 

(q) Chessington Service Station – In August this garage applied for a licence to   sell wine.

 

( r ) Pavements – Problems with broken pavements are the responsibility of the RBK Environmental Services department.  The telephone number to call is 020 8547 5929.

 

 

4. PLANNING APPLICATIONS

 

Planning Applications Decided

 

( a ) 44 – 60, Leatherhead Road – A decision is expected to be made next week,  We objected and will speak at the planning committee.

 

(b ) 24, North Parade – Refused.

 

( c ) Rushett Farm Cottages – Refused.  There was some comment as to whether this application had been dealt with too severely.

 

 

New Planning Applications and Issues in August

 

( a ) Hot Food Van, White Hart Pub – Extension to open until 1pm, we objected, process now halted.

 

( b ) A243, Malden Rushett – A public meeting was held at the junction with Rushett Lane on Thursday 24th August. The meeting was organised by GLA Member Tony Arbour and was  attended by a TfL road engineer, and a TfL consultant. The Chairman and Officers of the MRRA attended as did Councillor Bamford. The future of the dangerous junction was discussed.  There will be a period of planning and consultation which will last for as long as 18 months, followed by the preparation and submission of a bid for finance.  There is unlikely to be any work undertaken until either 2008 or 2009 at the earliest. During the subsequent discussion an interesting detail was revealed.  The land on the north west corner of the junction in the main belongs to Thoroughgood (?spelling) Trustees.  It was said that this land had come into the possession of the then Borough Council but had reverted to the Trustee’s because the land had not been utilised within a period specified by a covenant on the property.   The only part of the land owned by RBK is a small section on the corner which was used as a footpath. 

 

( c ) A243 at CWA – It was reported that the road has a wrong camber at the point where the traffic island has been moved.  A similar problem occurs at the entrance to Merritt Gardens. Councillor Bamford will take up this issue.

 

( d ) A243 at Star Cottages – The A243 to the north of the Star Cottages maybe breaking up and major remedial work will start in September for two months.  South bound traffic will be unaffected but northbound traffic will be diverted.  Colin Suckling is dealing with TfL on this issue.

 

( e ) 444, Leatherhead Road – An application has been made to convert a barn to a three bedroom  house that will be separate from the existing semi detached houses on the site.  We agree.

 

( f ) CWA hotel – An application covering technical changes to the hotel currently being built.  We agree.

 

( g )  Acceptable distances between buildings in respect of overlooking and loss of privacy – A reply has been received to the letter we sent to RBK’s planning department and a briefing document produced by RBK’s planning department has been made available to the Association by Councillor Bamford.  Essentially the reply states that  the new Local Development Framework is being developed to replace the UDP. This issue, of which the planning department are well aware, may be incorporated into the new document as a Supplementary Planning Document.  This work is not expected to be done before December 2008 and so finite detail is not available.

 

 

5. ANY OTHER BUSINESS

 

Three questions noted above are to be submitted to the SOTB Neighbourhood Planning Sub Committee for their meeting on the 13th September. The questions are:-

 

Question 1 

 

What progress has been made on implementing the Time Allocated Parking Scheme (pay & display parking) in the neighbourhood of the Hook Parade? 

 

We understand that the scheme was to be subject to a public consultation.  Will the consultation be completed before the opening of the new community centre?

 

 

 

Question 2

 

Residents of Green End and adjacent properties have complained about the size of the equipment cabin built onto the roof of the new community centre.  The Committee will remember that the height of the building was the subject of serious concern to the residents at the time of the original planning applications and efforts were made to allay their fears. 

 

Do the equipment cabins, which are of considerable size, have planning permission in their current form?

 

Question 3

 

In the South of the Borough we are on occasion quite seriously affected by the change of use of properties which lay upon or are closely adjacent to  our Borough boundaries but which may actually be located in an area of a neighbouring local authority.

 

For example our residents have expressed concern about the possible misuse of a site close to the Star Public House at Malden Rushett.  The site is a few yards into the jurisdiction of Mole Valley.

 

Could we please have a comment upon how closely our Planners and Enforcement Officers liaise and work with neighbouring local authorities.

 

6. DATE OF NEXT MEETING

 

The date of the next meeting will be the 5th October.
