Bob Viner has decided to resign from the committee due to ill health. We are grateful for his contribution over the years and send him our best wishes.

Maureen Mills is now out of hospital and is receiving care. We are happy to note the improvement in her health.

  1. MINUTES OF THE LAST MEETING
    The minutes of the last meeting were agreed.

  2. VISITING MEMBERS' QUERIES
    1. The planning application for a telecommunications mast at the Bridge Road Roundabout has been refused. The applicants may appeal.
    2. Mr Eric Fowler has objected to the draft Urban Development Plan (UDP) in respect of the designation of the "Colditz" site. A new planning application for the site is likely, with access from Moor Lane. We will write to the Council regarding the UDP and may also raise the issue at the Neighbourhood Committee. Local residents may have extended their properties onto the land.
    3. The Council publication Livin Kingston was not distributed in Malden Rushett and its distribution in other areas has been patchy. The publication was issued in response to a survey which responded that residents wanted more communication. Proposals for the format were tested on focus groups.

  3. MATTERS ARISING
    1. We will file observations in respect of the Council Draft Licensing Policy. Chris will draft proposals.
    2. Noise at CWA was particularly bad over the August Bank Holiday weekend. The PA system was audible inside local houses. Mr Martin is monitoring noise and will keep us informed of developments.
    3. An "i point", a public electronic terminal supplying local information, is to be installed in Chessington.
    4. The appeal in repect of the planning application concerning land to the rear of 88-92 Leatherhead Road will be heard on 6 September.
    5. The house at 198 Leatherhead Road is in a state of disrepair. Councillors are making enquiries.
    6. The Epsom & St Helier NHS Trust is holding a meeting on 28 October at St Joseph's Church Hall, St. Margaret's Drive, regarding its planns in respect of Accident & Emergency facilities at Epsom Hospital. Options apparently being considered include a site adjacent St Helier Hospital and a site at Priests Hill. The latter would be on Green Belt land.
    7. Some Kingston Hospital consultants are being moved to Roehampton.
    8. The material being dumped at Chessington & Hook Utd is causing damage to trees and bushes and encroaching on a public footpath.
    9. Jim is still investigating the Planning application at Clyde Combustion
    10. TfL are seeking to make the temporary order establishing the A243 as a "Red Route" permanent.
    11. There will be a public meeting on 27 September at St. Paul's School in repect of the proposed road improvement scheme for Somerset Avenue and adjoining roads.

  4. COMMUNITY HEALTH COUNCIL
    No report.

  5. NORTH PARADE
    No Report.

  6. ANY OTHER BUSINESS
    1. New planning applications:-
      • Field 3680 Leatherhead Road - Installation of additional telecommunications antennae. Alex Martin will oppose this application with our support.
      • 50 Leatherhead Road (A1 Cafe) - Demolish cafe and erect residential dwelling.
      • BT Unit, Cox Lane - Relaxation of contition to permit installation of mezzanine floor. Jim will investigate.
      • Land adjoining Sir Francis Barker sports ground - erection of practice cricket nets.
      • 15 Church Rise - Application to insert window in side extension.
    2. The applications for the erection of telecommunications masts at Chessington Golf Club, Mansfield Road and Gladeside Close were refused.
    3. The application for the erection of an additional storey and associated development at 2-4 North Parade was refused.
    4. The application to erect an illuminated advertising hoarding and bus shelter opposite the White Hart was permitted.
    5. None of the money obtained in a Section 106 agreement following planning permission at CWA has been spent.
    6. The Metropolitan Police Authority Corporate Strategy Document has been published. As part of a "Safer Neighbourhood Strategy", the Borough will have 16 "Safer Neighbourhood Teams".
    7. The incidence of graffiti appears to be declining. Contrary to claims, graffiti is not being reported to the Police.
    8. Chris will draft proposals for a response to the Home Office consultative document "Policing: modernising Police powers to meet community needs".
