  1. MINUTES OF THE LAST MEETING
    The minutes of the last meeting were agreed.

  2. VISITING MEMBERS' QUERIES
    The division of the Barwell Cafe on the Leatherhead Road into a cafe and a Kebab shop was discussed.  At issue is whether the kebab shop is a danger to traffic on the Leatherhead Road, if it will cause a disturbance to it’s neighbours and if it will attract rowdy customers.

    Planning consent had been given for a kebab shop at this address some years ago.  At that time it was not necessary for catering shops to have special permission to sell food to take away.  The law was changed last April and now specific planning permission for a take away is required.  It is not known if the owners knew of this regulation change.  An enforcement notice has now been served to stop the shop selling food to take away. A member present commented that the enforcement notice could destroy the business. The Neighbourhood Committee will discuss the matter at its next meeting at Moor Lane Junior School at 7:30 on 9 November. This meeting will be preceded by a meeting with the Strategic Health Authority regarding the proposals to close Epsom Hospital.

  3. MATTERS ARISING
    1. Sue attended the meeting of the Health Overview and Scrutiny Panel. It was confirmed that, although there are changes to mental health provision, there are no plans to close Tolworth Hospital. However, there was no mention of the problems which have led to the announcement to close Surbiton Hospital. This is apparently due to the cost of necessary remedial work on the roof. Surprise was expressed both as to the estimated cost of the work and to the fact that the problem appears to have arisen unexpectedly. A meeting relating to the closure of Surbiton Hospital is to be held at the Kings Centre at 10:30-12 noon on 2 November
    2. Jim will attend a meeting of the CPCG Executive to be held on 2 November. Ed Davey is expected to be present.
    3. There are reports that Fleetwood Fengate has been sold.
    4. We have received a reply to our letter to the Mayor concerning the fact that Mr Patel can only sell a limited range of tickets. It was explained that it is normal practice to provide new outlets with a limited range of tickets as a means of judging the demand as there are only a limited number of Oyster Retail terminals available. The reply points out that there are two Oyster outlets in the Chessington area. We do not consider this reply to be satisfactory because it is impossible to judge the potential sales of Oyster Cards at an outlet that does not sell them; prospective purchasers will not remember the precise distinctions between the two types of outlet and will therefore go to those outlets selling the full range of tickets even for those that Mr Patel does sell; and the two outlets selling Oyster cards are adjacent to railway stations, despite the fact that these tickets are not valid on the railway. We will write a further letter. Acknowledgements have also been received from Ed Davey and from Tony Arbour.
    5. We have received a communication from Healthcare Pharmacies Ltd, which is making a bid to establish a pharmacy in proximity to the Merritt Medical Centre. We will support this proposal, particularly in view of the recent acquisition of Alliance Pharmacies by Boots which further reduces choice in the area. We observe that a recent proposal to establish a pharmacy at the same site was unsucessful.
    6. At the recent CPCG meeting, it was noted that there are lower levels of crime in most areas although there has been an increase in theft from motor vehicles. Bluetooth technology is being used to detect laptops concealed in vehicles. More safer neighbourhood teams are to be established.
    7. The Council has reduced the minimum age to qualify for sheltered accommodation to 55.
    8. It has been confirmed that extension to opening hours permitted by the new licensing legislation is not subject to planning consent.
    9. The Council has issued a draft statement on community involvement in planning decisions. Our Association is listed at the back under two slightly differing names. We will advise the appropriate department.

  4. ANY OTHER BUSINESS
    1. Planning applications decided:-
      • 134-135 Hook Rise South - Development permitted.
      • Hook Youth Club - Extension permitted.
    2. New planning applications
      • 10-14 North Parade - New shopfront and ATM.
      • 2 Court Crescent - 2 Storey 4 bedroom dwelling.
      • Barwell Business Park - Felling of a number of trees on the boundary. We understand that they are diseased.
      • Barn at 449 Leatherhead Road - Conversion into houses.
      • 27 Orchard Road - Demolish existing dwelling. Erect 5 2-storey dwellings. We will investigate.
    3. There is to be an appeal against the refusal to grant permissionon land adjacent 235-237 Moor Lane.
    4. There are problems with parking in Chalky Lane. Parked vehicles make access to the road difficult for vehicles of the emergency services.
