  1. MINUTES OF THE LAST MEETING
    The minutes were agreed - There were three planning applications rejected at the "Colditz" site at Pear Tree Close, not two as stated.

  2. VISITING MEMBERS' QUERIES

    None

  3. MATTERS ARISING
    1. Planning decided:
      • North Parade - the application to convert the butcher's shop to a restaurant was refused
      • Hook Parade - the application to convert the pet shop to a betting office was permitted
      • Jubilee Way - the proposed cemetary was refused
      • Hook Parade an application to erecrt signs at Tesco was permitted
      • Rear of 56 Rollesby Road application to build a 2 storey building containing 2 x 1 bedroom flats was permitted
      • Old Coal Deport, Kingston Road - aproposal to park extra cars and buses with access from Kingston Road was permitted
    2. Developers are still attempting to buy properties with large gardens in the area. The Association has decided to write to John Allen (RBK) in this issue.
    3. Pear Tree Close: The oak trees now have tree preservation orders (TPO) arranged.
    4. The meeting noted the Guardian newspaper reports that the A243 had been declared the most improved road in the National Road Survey.
    5. A smell of gas on the A243 near Kelvin Grove persists.
    6. Woodstock Lane: there is a "Danger - Keep Off" sign on the levelled land. The reason is unknown
    7. Various wartime incidents were discussed. The details should be recorded and the local historian encouraged to produce a book of orally recorded history.
    8. The Mayor of London is visiting RBK on 30th October.
    9. South of The Borough Neighbourhood Committee Meeting 10 September 2003. Complaints have been received about early morning delivery access at the rear of the Tesco shop on North Parade. The Councillors will discuss it with the management. The refrigeration/air conditioning plant is noisy, it will be discussed at the next planning meeting.
    10. King Edward's Playing Fields: general rowdyism, drug dealing and arson discussed. In early September, before the arson attack, the police stated that they "were aware" of the situation. We are disappointed that no action was taken
    11. K4 bus - The incoming and outgoing buses will have differently coloured headboards to help with identification. There are continuing problems caused by narrow road widths on the estate which is less than 10 years old.
    12. Hook Library and Community Centre - A second architectural design has been finalised. Details will be published in the autumn. There are reasonable funding possibilities.
    13. Police Numbers The Council is lobbying the Minister for London for more officers. Details are on the RBK website at http://www.kingston.gov.uk
    14. Anti Social Behaviour - A meeting will be held at 2pm on the 15th October at the Community Centre to discuss ASB, a multi agency presence is expected. An interim ASBO has been issued against a local youth whose identity is being withheld until the ASBO is confirmed.
    15. KATA held a meeting on 1st October at which bus and train representatives were present. The audience complained about rowdyism on public transport and especially about the lack of police response. It was reported that female Transport Police Officers were more effective than male Officers. There are now between 30/40 Transport Police 'PSCO's.
    16. LA21 is holding a meeting on 15th October. Peter will attend on behalf of the Association.
    17. The Neighbourhood Police Meeting, held on the 15th September was well attended with 5 people from the CPCG, 6 Councillors and 74 residents. The police contingent included 5 new PSCO'S. The residents were very clear in expressing disquiet at the current level of policing. The police announced that there would be a rolling programme of 12 Probationer Officers sent to Kingston who would serve their time here allocated to the Neighbourhood Beat Teams.
    18. Transport Infrastructure discussed: Surrey CC has not supported the idea of a Park & Ride at junction 9, a site supported by the C&DRA. A "hub and spoke concept" would support other town centres as well as RBK. The issue will need government or mayoral support to get it accepted. The funding target date to complete repairs to our local roads is 2010. The Borough spending plan money received from TfL is the second highest in London due to the quality of the bid submitted. RBK has also received some second round funding. The Borough will liase with surrounding authorities to improve cross area bus services. Tolworth bus garage now has 260 drivers, 110 buses and plenty of driver recruits. All drivers will hold a BTEC certificate by 2005. There will be a bus depot open day next summer.
    19. The arrangement of bus stops in Eden Street is being revised. In future TfL will mark the bus identification number on the inside of the bus as well as the outside which will facilitate complaints to the bus company. The "count down" service is not yet in operation as the required equipment is still being installed on the new buses. CWA is not going to open at Christmas The car parks will be available for the Park and Ride.

  6. ANY OTHER BUSINESS
    1. New planning applications:
      • Claygate - proposal to build 24 flats on the old garage site. Concern was expressed over extra vehicle numbers using Clayton Road. The Association will write a letter voicing concern
      • Rushett Filling Station (BP) - proposed telecommunications aerial, comment left to be made by Malden Rushett Residents' Association (MRRA)
