1. CHESSINGTON DISTRICT RESIDENTS ASSOCIATION NOTICES

 

( a ) We very much regret to announce the death of June Kitchener in late November.

 

June was a stalwart supporter of the Resident’s Association who for many years had been the member of the Executive. She monitored  local health issues and attended health related consultations. For many years she voluntarily  worked for the community in Chessington.  She was an excellent person who will be sadly missed.

 

Our Deputy Chairman Jim Taylor accompanied Councillor Patricia Bamford to the funeral.

 

( b ) Our Treasurer Mr Colin Hossack reported that we had completed the re-registration of the Association. 

 

( c ) The Association will be placing a half page advertisement in the special December edition of Chessington Chat.  We express our thanks to Sally Hawkins the editor for her help and support.

 

2. MINUTES OF THE LAST MEETING

 

( d ) The minutes of the last meeting were agreed.

 

3. VISITING MEMBERS QUESTIONS

 

( e )  There were none.

 

4. MATTERS ARISING

    

( f )  In October Andrew Day  reported that street lighting on the A243 Hook Road had a number of lights out of action.  They have now been repaired.

 

( g ) Councillor Bamford has spoken to Chessington Youth Action about our supporting donation.  Deputy Chairman Peter Alexander will be making the arrangements.

 

( h )  The proposal to run a N85 night bus from Putney to the end of the  71 bus route has encountered scheduling problems in attempting to include a link to the university.  The ambitious proposal may be abandoned and a route replicating only the 71 bus route is now being considered.

 

( i ) The application made by Sainsbury’s Local in North Parade for a licence to sell alcohol from 6am to midnight was granted. 

 

( j )  When discussing health issues we were advised that Kingston Hospital are holding a public consultation in the South of the Borough during December.  The date will be ascertained and circulated to members with email.

 

 

 

 

 

5. NEW ISSUES      

 

( k  )  Jim Taylor asked Councillor Patricia Bamford for guidance on issues relating to ‘back land development’.  He asked if there were specific sites in Hook or Chessington designated for development?  The Councillor responded saying that all local Borough’s are under pressure from developers for this type of development.  In the past the Unitary Development Plan had specified areas suitable for development but did not refer to ‘back land development’.  She told us that the UDP is being replaced by a more comprehensive Local Development Framework.  This has being promulgated by the Government Office for London and public consultations are expected to be held on its implementation.  We decided to follow this up with the RBK Officer dealing with this issue. 

 

( l )  A report was made on the second public consultation meeting held by Tesco to discuss the proposed development at Tolworth.  It was decided to make a detailed presentation at our next meeting.

 

( m )  The implementation in early 2008 of the London wide Low Emission Zone was discussed.  Heavy Goods Vehicles entering London will have to pay a daily charge. The boundary of the zone runs through the South of Chessington and will adversely affect some agricultural businesses within the zone.  For some months our GLA Member Tony Arbour has been discussing this issue with the authorities and the boundary is currently being reviewed.

 

( n ) The councils contract for waste disposal will be renewed next year.  The Councillors will be holding a special Neighbourhood Committee to discuss waste disposal issues during November.  The Association is aware that there is a need to advise members of important  meetings in advance so that they have the opportunity to attend.  At the moment the cycle of Executive meeting minutes can prevent effective and timely notices being published.  We will try to institute a system of emails to advise members of important meetings that come to our notice at a late date. 

 

( o )  Councillor Bamford made a report on the public meeting held to discuss the amalgamation of Moor Lane and Buckland Schools.  The meeting congratulated the Councillor on the well run and comprehensive meeting. The amalgamation is progressing successfully.

 

6.  PLANNING APPLICATIONS

 

( p )  Barwell Court Farm – An application to convert old brick stables into two semi detached houses.  We will support this application.

 

( q ) Sunny Farm, Green Lane – An application to build an additional four bedroom house on the site.  We will support this application

 

 

 

 

 

 

7. PLANNING NEWS

 

( r  )  Harrow Public House, Leatherhead Road - An appeal has been lodged against the rejection of their planning application to demolish the pub and build flats and a café.

 

( s )  The Fengate Fencing Site, Leatherhead Road – The adjacent houses owned by the developer will be demolished next week.  The requirement for a bat survey to be undertaken during the bat breeding season will definitely be enforced and any possible building will be delayed until August 2008.

 

( t )  The owners of more properties in the Leatherhead Road adjacent to the Fengate Fencing site and the tyre replacement business have been approached by developers rumoured to be offering large sums of money to acquire the properties.

 

( u )  Malden Rushett Garage – The planning application to turn the old garage into a Kwik Fit site has been refused.

 

( v ) Glenmire Farm – The application to retain a caravan on site for the benefit of workers was granted.  A member reported that a ‘bund’ had been built on the farm adjacent to Rushett Lane.  Councillor Bamford said that she will investigate.

 

 

8. POLICE REPORT

 

( w ) The police were unable to attend the meeting. They sent a brief report stating that in general they had experienced a very quiet month.  They reported that the arrival of new Officers and PCSO’s was progressing satisfactorily and will be fully reported at the Safer Neighbourhood Police Meeting on the 1st December.

 

( x ) In response to resident’s complaints about rowdy school children travelling on the 71 bus route in the afternoons Sergeant Wheatley has arranged that PCSO’s will travel on the buses to ensure good order.

 

 

9.  OTHER BUSINESS

 

( y )  Our future meeting dates are Thursday the 13th December  and Thursday the 3rd of January.
