  1. MINUTES OF THE LAST MEETING
    The minutes of the last meeting were agreed.

  2. VISITING MEMBERS' QUERIES

    Over the past 2-3y, there have been occasional problems with youths entering the Bullwhips. Problems have recently become more acute. The youths congregate in the woods. A wall has been damaged on several occasions and their have been incidents of trespass in gardens. There have recently been attempts to burn the trees. Ballroom dancing lessons in the parish hall were disrupted and a church service was disturbed by banging on the windows. Councillor Baker and the Police have arranged meetings with local residents. It has been established that the majority of the youths involved are local. There are plans to improve visibility by raising the crown of the lower branches and extending a buffer zone to keep youths away from fences. Letters are being distributed to parents in the area setting out objectionable behaviour and residents have been given antisocial behaviour diaries. The Council is considering the closure of one of the access routes to the area. The Police have authority to use a camcorder to record the behaviour of youths.

  3. MATTERS ARISING
    1. The Barwell Cafe kebab shop is still operating.
    2. Inpatients at Surbiton Hospital are being moved on health and safety grounds. Options for those in indefinate care are: transfer to nursing homes; transfer to Kingston Hospital and transfer to Tolworth Hospital. There is a general feeling that Kingston Hospital should not be involved. Doubts have been expressed as to whether there is sufficient funding available for the option involving nursing homes. Further consultations will be held.
    3. Improvements have been made to the Ringmaster System. The Secretary has noticed an increase in the number of messages received.
    4. There are 29 Neighbourhood Watches operating in the Chessington area.
    5. Booklets are available giving advice to the elderly on dealing with visitors.
    6. The new licensing legislation comes into effect on 24 November. Sgt Ellis will obtain details of permitted opening hours
    7. Kingston Community and Police Consultative Group (CPCG) is meeting on 21 November with a guest speaker from the independent police complaints committee.
    8. There has beem an increase in reported vehicle crime. The Police are distributing a notice advising that valuables should not be left in vehicles.
    9. The next Police meeting will be at the Kings Centre at 10AM on Saturday 10 December.
    10. There has been an overall drop of reported crime of 8% between the first half of 2004 and the first half of 2005.

  4. ANY OTHER BUSINESS
    1. Planning applications decided:-
      • 10-14 North Parade - New shopfront and ATM permitted.
      • 2 Court Crescent - 2 Storey 4 bedroom dwelling refused.
      • Barn at 449 Leatherhead Road - Conversion into houses refused.
      • Hook Community Centre - Application for secure cycle parking and recycling facilities withdrawn.
      • Telegraph Hill - erection of 21m telecommunications mast refused.

      The application at 27 Orchard Road to demolish the existing dwelling and to erect 5 2-storey dwellings involves a substantial development in the back garden. We will object on grounds of: backland development; loss of trees; obscuring views and creation of shadow.

    2. New planning applications
      • There are proposals to build 150 homes in the vicinity of Claygate Station and Station Garage. Councillor Baker will be investigating whether our local authority will be making observations.
      • Charles Lesser House - Change of use from warehouse to gymnasium.
      • Field in Jubilee Way - High voltage overhead line with pylons.
      • Barwell Court Farm - Demolish 4 stables, erect 8 stables.
      • Field at Rushett Farm - Formation of hard stand
      • Field in Cox Lane - Change of use to cemetary.
    3. The Suspected tipping of hazardous material at Rushett Farm is to be discussed at the Neighbourhood Meeting.
    4. There are worries that the proposed development of a new Tesco Store by the Tolworth Roundabout will lead to increased traffic. The effect on local services of a large number of houses is also of concern. Councillor Baker took no part in the discussions on this item.
