The meeting noted with regret the death of Len Beer

  1. MINUTES OF THE LAST MEETING
    The minutes were agreed - The location of Tesco's should have been shown as Hook Parade, not North Parade. The planning application at 57 Rollesby Road was permitted, not refused.

  2. VISITING MEMBERS' QUERIES

    None

  3. MATTERS ARISING
    1. Planning decided:
      • 201-203 Hook Road - the application to build a larger block was refused. We will ask if the existence of covenants affecting the development of land are relevant in planning applications.
    2. The A243 was described in the Guardian as the "most improved road in Britain" There are serious problems with the carriageway surface south of Malden Rushett. We will write to the Council suggesting that temporary warrning signs be erected.
    3. Peter attended the LA21 meeting. LA21 is to be disbanded and a new Environmental Strategic Protection Group set up to promote social responsibility.
    4. A neighbourhood Police meeting will be held at Surbiton YMCA on 4 December at 7.30PM.
    5. Peter will attend a meeting at Hook Community Centre on 24 November concerning the hall and library.
    6. June will make enquiries regarding representation on successor bodies to the Community Health Council

    No report.

  5. NORTH PARADE
    No Report.

  6. ANY OTHER BUSINESS
    1. The planning applications for Chessington World of Adventures were not discussed at the last neighbourhood committee due to the threat of an application for Judicial review in respect of the lack of an impact study. Contrary to earlier indications, the "flying island" would be 69m above ground level (that is twice the height of Nelson's Column). We will write to the Council to support a full environmental impact study and to CWA to suggest that we were not fully informed.
    2. New planning applications:
      • Rear of 80-92 Leatherhead Road, adjacent Catholic Church - proposal to demolish garages and erect 6 storey, three bedroom houses. We will object on the grounds of access, backland development, drainage and egress onto A243.
      • Cox Lane/Davis Road - details of surface water drainage
      • Oakfield Farm, Rushett Lane - Erection of 10 stables.
      • 6 North Parade - Application to retain external shutters.
      • 116 Chantry Road - Application to divert public services.
      • Rushett Filling Station - Application for temporary use of wheel washing plant.
      • Bell Engineering, Apex House - Application to remove planning condition restricting use to local companies.
      • Apple Grove - Applications to fell plane and horse chestnut trees, Jim to investigate.
      • Green Lane, land to the rear of Pigamas and Venetta. Erection of 5-bedroom house. We will object on the grounds of development in the Green Belt.
    3. Planning decided:-
      • Fairoak Lane - Replacement telecommunications antenna. (Prior approval not required).
      • 1 Bailey Crescent - Application for two storey building containing 4 flats. Refused.
      • 65 Drake Road - Felling of oak tree, refused.
      • Adjoining 235-7 Moor Lane - Erection of 6 4-bedroom terraced houses, Refused.
      • Chessington Equestrian Centre - Barn alterations, permitted.
      • 1 North Parade - Installation of roll shutter, permitted.
      • Blackamoor's Head - Retention of signs, permitted.
    4. The council is distributing a questionnaire regarding refuse disposal and recycling.
    5. A public meeting is to be called regarding the closure of the gap in Hook Road opposite the entry to Somerset Avenue.
    6. At the Neighbourhood committee it was observed that London Buses plans to extend the 71 service to meet the last train from London to Chessington, that there was insufficient demand for a further bus pass outlet and that local recycling bins are in a poor state.
    7. The December meeting will be held on 11th December and the January meeting on the 8th January
