  1. MINUTES OF THE LAST MEETING
    The minutes of the last meeting were agreed. June Kitchener was erroneously excluded from the list of those present.

  2. VISITING MEMBERS' QUERIES

    Sgt. Ellis informed us that there are now eight Safer Neighbourhood Police Teams in Kingston, comprising 9 Seargents, over 20 PCs and 30 CSOs. Following the introduction of the local team, recorded crime in the Norbiton area, recorded crime dropped by 14%. The aim is eventually to cover the entire Borough. Measures have been taken to address youth and other problems at Hook Parade. Some problems are now at Chessington North and the junction of Holmwood Road/Frimley Road.
    The Parade Watch scheme has been launched to prevent crime in shops. Shops are encouraged to record incidents of antisocial behaviour. Forged note detectors are being supplied.
    Most pubs are signed up to Pubwatch.
    Welcome packs are being distributed via local estate agents, which include information on Safer Neighbourhoods.
    Two new Neighbourhood Watches have recently been launched. Sgt. Ellis is happy to assist in the launch of any new watches.
    A recent incident took place in which an individual who attempted to restrain a person armed with a fencepost was himself arrested and fined £80. He may appeal.
    An officer working under the Safer Schools Initiative will soon be working full time at Chessington Community College.
    A new CCTV camera has been set up by the Council near Chessington South Railway Station.
    There have been reports of various types of van seen in alleyways in the Chessington area. Residents are asked to record the registration number. In particular, the Police are interested in a white van with orange lights and a smaller orange van.
    The Police will not be based at Hook Community Centre as there would not be sufficient space. Instead, another site is being sought.
    Safer Neighbourhood Meetings have been scheduled for: 28 May at 10AM, 8 September at 7PM and 10 December at 10AM, all at the King's Centre.

  3. MATTERS ARISING
    1. Resurfacing work has finished at Somerset Avenue, although the work is of such poor quality that the surface will have to be replaced.
    2. The Neighbourhood Council will discuss the response of the Council to the development at the West Park Site. Jim will attend.
    3. The next Neighbourhood Committee will receive a report about changes to the licensing laws. We will monitor the situation and ensure that local residents are informed.
    4. There has been no decision of the public inquiry relating to the travellers' site at Green Lane.
    5. We will review recent advice from DEFRA to planning officers concerning flooding.

  4. POLICE PRIORITIES

    We have suggested Antisocial behaviour, drugs, and motoring offences, specifically dangerous and aggressive driving, and taxation, MOT testing and insurance of vehicles.

  5. ANY OTHER BUSINESS
    1. Planning applications decided
      • Barwell Court Farm - planning application to remove requirement for screening refused.
      • Monkey Puzzle PH - Planning application to erect sign permitted.
      • Unit 6 Barwell Business Park - use as training centre for plumbers permitted.
    2. New planning applications:-
      • King Edwards Playing Fields - Application to add second storey to clubhouse. Jim will investigate possible uses.
      • Public conveniences adjacent Southborough School - proposal to demolish and use space for car parking for the school. We will suggest that provision be made for the use of the spaces for parking for those visiting local shops when not required for the school.
    3. The planning application at Chessington Nurseries is to be delayed for legal reasons.
    4. Jim has been invited to a Local Implementation Plan Services Meeting on 13th May.
    5. A letter has been sent in support of Mr Patel's application to be a local pass agent.
