1. MINUTES OF THE LAST MEETING

 

The minutes of the last meeting were agreed.

 

2. VISITING MEMBERS QUESTIONS

 

There were no visiting member’s questions.

 

3. MATTERS ARISING

 

( a) Chessington Chat – Work in hand for a Christmas bumper edition advertisement.

 

( b ) Library Notice board – Work currently underway.

 

( c )  N85 bus route – We are awaiting confirmation of the starting date.  The bus route may be amended to stop at one of the university hall’s of residence.  This is currently being examined.

 

( d )  Number 71 and 465 bus route – Residents commented that the buses get very crowded during the periods of children going to and from school.  There are problems at other times with both bus routes being disrupted by afternoon traffic congestion in the Upper Brighton Road.  We will write to TfL requesting that the standard of service be examined.

 

( e )  Traffic flow outside the garage at the Ace of Spades roundabout.  Councillor Bamford has spoken to RBK who explained the current road layout was designed to give pedestrians a safe crossing as a first priority.  RBK have stated that they have no legal jurisdiction over the exits and entrances to the garage.

 

( f )   Safer Neighbourhood Police Teams enforce speed limits -  The Borough has acquired two hand held radar guns and SN team Sergeants are being trained in their use.  The equipment has been used in Gilders Road where motorists were found to be within the speed limit.  The SN team was accompanied by a number of local residents during the time the equipment was demonstrated. 

 

( g )  There was discussion about the dangers posed by cyclists using the footpaths.  It is thought that Kingston has a low number of cautions for this offence.     

 

4. NEW ISSUES      

 

( h )  Mansfield Road – road works are to be carried out but as yet TfL have not provided commencement dates.

 

( i )  The merger of Buckland and Moore Lane schools – Councillor Bamford confirmed that the notice has now been published stating that the schools will be amalgamated in the new term in September, initially being run on both sites. 700 letters will be sent to residents in September in a public consultation to decide which site will be chosen to house the new school.  

 

( j )  Flooding -  ~A question was raised, do we have an emergency flooding plan?  Councillor Bamford responded that there are two plans for the South of the Borough.  In 2001 RBK spent £10,000 examining drainage problems.  Sandbags are stored by RBK.  Members expressed grave concern that redevelopment building will increase local flooding.  Especial concern was expressed about the gulley running parallel to the Leatherhead Road and Sussex/Cheshire Gardens.  We are researching this issue and will write a letter of concern to the Chief Executive of RBK.

 

 

5.  PLANNING APPLICATIONS

 

( k ) 268 Hook Road – An application had been lodged to build eight one bedroom flats with ten car parking spaces and a bicycle rack.  We will object on the grounds of inappropriate development of the site and overdevelopment of the site.

 

( l )  Barwell Court -  An application has been lodged to convert a stable block into into a three bedroom house.  We do not object but will request that the provision of adequate sewage and water runoff facilities is ensured.

 

PLANNING NEWS

 

( m ) The Monkey Puzzle Travel Lodge development was permitted.

 

( n)  The Harrow pub site redevelopment was refused.

 

( o )  The Rushett filling station has gained permission to install a cash point.

 

( p )  Preswilfa, a bungalow in Green Lane, was refused permission to demolish and rebuild.

 

( q )  Glenmire Farm, permission was granted to convert the stables into a residential unit.

 

( r )  The Somerset Avenue and Woodgate Lane traffic survey has been cancelled, it is thought on financial grounds.

 

( s )  No planning application has been lodged for the use of part of the Clayton Road garden centre site as a scaffolding depot. 

 

POLICE REPORT

 

( t )  There have been no serious crimes in our wards .  Recent minor crime issues dealt with have been alcohol abuse related, youth anti social behaviour, graffiti being scraped on car paintwork and insulting letters to female drivers.

 

Current Safer Neighbourhood team priorities are the behaviour of young people in Woodhall Avenue, The Bullwhips and drug distribution. 

 

 

 

 

Our Borough has the opportunity to bid for funding for research into crime issues in Kingston.  The SN Team will be interested in any suggested topics for research. 

 

Fireworks – The Officers were asked if they had any powers to deal with nuisance caused by late night firework displays.  They replied that this is primarily an RBK issue, in that the Council restrict the sale of large fireworks. There are byelaws restricting the time of firework displays.  The RBK Environmental Health Department have an interest in this issue.

 

 

Any Other Business

 

Your Resident’s Association have long held the opinion that we need more outlets in the Chessington wards for the sale of oyster cards, especially as saver tickets are now available. We are pleased to report that our long campaign which has been helped by our Councillors and by our Member of the Greater London Assembly, has been successful.  Mr Patel, the newsagent on the Hook Parade, has been advised that his shop will become an oyster card outlet in the near future.

 

 

The date of the next meeting will be held on Thursday 2nd August 2007.

 

Unfortunately St Paul’s Church are holding a number of  special events during the Autumn which will require us to alter our usual meeting dates.

 

PLEASE NOTE THAT THE CONFIRMED DATE OF OUR SEPTEMBER MEETING WILL BE TUESDAY 11TH SEPTEMBER.

 

Provisional dates for subsequent meetings are Thursday 11th October,  Thursday 1st November and Thursday 13th December.
