  1. MINUTES OF THE LAST MEETING
    The minutes of the last meeting were agreed..

  3. MATTERS ARISING
    1. Jim began by circulating a petition for signing asking for the continuation of the 467 bus route.
    2. Suggested future uses for Surbiton Hospital appearing in the press include: a doctors' medical centre performing small operations; new premises for the Oakhill Surgery; and a small cottage hospital. Other uses suggested at the meeting were: an intermediate cottage hospital as it was originally. The meeting lamented the demise of nurses' homes.
    3. The AGM date is still to be confirmed. We are awaiting the hall booking date.
    4. There is no further news of Rushett Farm.
    5. We have sent a response to the consultation on proposed amendments to procedures for the sale of alcohol.
    6. The planning application for the golf course was rejected.
    7. Jim is to raise the question of the pharmacy at Merritt Gardens at the next Medical Centre meeting.
    8. It appears that that St Helier will be the main A&E (critical care) centre with a minor role for Epsom Hospital. By the summer of 2006 the health authorities have to submit their business case. We will ask RBK to submit a contribution. On the 23 February 2006 the Health Overview Panel meets and either Jim or Sue will attend and attempt to raise the issue.
    9. The local authority is investigating the problem of illegal right turns from Hook Road into Clayton Road. A report will be ade to the Road safety Committee which will debate the issue.
    10. The planning application at Clayton Road Nursery was unexpectedly refused. It was reported that hard standing in Woodstock Lane is being enlarged and concrete is being poured.
    11. The consultation in respect of the refurbishment of Somerset Avenue is in progress.
    12. The Christmas Day burglary at the Bridge Road roundabout was discussed and Richard was requested to make a report to the SN Police team.
    13. A petition is being raised to help Mr Patel in his application to sell Oyster Cards.
    14. Jim will raise the issue of vehicles serving businesses causing damage to Chalky Lane at the next Neighbourhood Committee meeting.

    1. Planning applications decided:-
      • The erection of side extension to form a home at 2 Selby Road was refused.
      • 80/92 Leatherhead Road access road refused.
      • Development of land adjoining 159 Gilders Road withdrawn.
      • Glenmire Farm residential accommodation restrictions not lifted.
    2. New Planning Applications
      • Chessington Parish Hall, Leatherhead Road - Proposal to build 4 houses, differs from previous application in that the houses are now to be built on glebe land.
      • 80/92 Leatherhead Road - revised access road.
      • Chessington World of Adventures - Various technical applications.
      • Rear of 76/78 Leatherhead Road - application for 3 houses, access will require the demolition of one of the existing houses.
    3. Chris Jones, the Hook Community Centre Project Officer will try to attend our March meeting to describe the centre's proposed functions and usage.
    4. The Elm Road Dental Surgery is going private and offering a subscription scheme or pay as you go. The charges are an initial registration fee of £9.50 and an annual payment of £35 allowing a discount off the normal price list. This was the last NHS dentist in the area. We will consult our Councillors about this issue. It was noted that there is now only one NHS dentist left in Kingston, the Bright Smile Surgery in Penrhyn Road.
    5. Fengate Fencing may be sold for redevelopment.
    6. NatWest Bank wants to demolish the garages at the rear, create a car park and alter the flat at the bank into two one bedroom flats.
    7. Jubilee Way Motorcycle Club is seeking to renew its planning permission.
    8. Residents of Sussex Gardens, have drawn attention to an adjacent back land development which has not complied fully with the planning permission. Jim has made a site visit and will pursue this issue. The profile of the land and its possible flooding was noted. In order to avoid flood damage to new buildings in that area, the foundations have to be built very high which raises the overall height of the buildings and so overwhelms adjacent properties. In 1935 Mansfield Road was extended to the bottom of the slope from the Leatherhead Road. It was originally meant to be an arterial road called Cobham Road which explains its unusual width. Richard reported that deeds are now worthless as details are now on the Land Registry website. All documents with a charge on them are now free of the charge. Possible illegal use of deeds, etc, was described. Members are advised to take professional advice before acting on this report.
