- MINUTES OF THE LAST MEETING
The minutes of the last meeting were agreed.
- VISITING MEMBERS' QUERIES
None
- MATTERS ARISING
- Steps are being taken to replace the bollard at the width restriction in Clayton Road.
- Jim attended the "State of the Borough" meeting, raising issues of housing density and lack of infrastructure.
- Jim raised the issue of the risk of flooding at the Neighbourhood Meeting.
- The Neighbourhood Manager, Neville Raynford, will be the speaker at the AGM.
- The Police have resolved reported problems of youths on bicycles firing paintball guns.
- A public meeting will be held on 21 February at St Paul's Church Hall concerning the work on Somerset Avenue and adjoining roads.
- We have paid the charge for the use of the hall.
- The planning application for the new library has been approved. Residents of Green End made a statement concerning the verge between the library building and the library building. The trees on Hook Road by the bus stops will be preserved.
- The application for change of use of 119 Gilders Road from shop to residential use was permitted.
- The application to redevelop the site of 527 Chessington Road, Epsom was refused.
- The application at 22 North Parade to convert the existing 2-storey maisonette into 2 self-contained flats was permitted.
- There are no grounds for objection to the plans for erection of a detached 2 storey, 3 bedroom house at 151 Gilders Road.
- The application for a telecommunications mast at Chessington Golf Centre has gone to appeal.
- The following resolutions were put to the meeting at the request of the HSBC Bank and carried:
- That a bank account be continued with HSBC Bank plc (the "Bank") and the bank is authorised to:
- pay all cheques and other instructions for payment or accept instructions to stop such payments signed on behalf of the Association by any two of the listed signatories (the "signatory") whether any account of the Association is in debit or credit;
- deliver any item held on behalf of the Association by the Bank in safe keeping against the written receipt of the signatory; and
- accept the signatory as fully empowered to act on behalf of the Association in any other transactions with the Bank (including closing any account(s)).
- That any debt incurred to the Bank under this mandate shall, in the absence of written agreement by the bank to the contrary, be repayable on demand.
- That the Secretary from time to time is authorised to supply the Bank as and when necessary with lists of persons who are authorised to sign, give receipts and act on behalf of the Association and that the Bank may rely upon such lists.
- That these resolutions remain in force until cancelled by notice in writing to the Bank, signed by the Chair Person or Secretary acting or claiming to act on behalf of the Association and the Bank shall be entitled to act on such notice whether the resolutions have been validly cancelled or not.
- The signatories on the account are Richard Heath, Jim Taylor and Chris Torrero.
- The residents of Pear Tree Close have no strong objections to the proposed development on the "Colditz" site. Cable is being laid in the area. The residents would prefer the area cleared to grass and maintained. There are problems with dumped refuse and vermin on the site.
- Under the new licensing law, the Police can close a pub for 24 hours and, if appropriate, apply for permanent closure.
- Jim raised the question of the funding of Neighbourhood Police at the CPCG meeting. Currently the funding is due to end in April 2006.
- Jim attended a meeting of the standards committee. Chris will look into the local implications of the Freedom of Information Act.
- ANY OTHER BUSINESS
- New planning applications:-
- Chessington World of Adventures - Permit entrance from Fairoak Lane. Jim will raise the issue of egress to Fairoak Lane at a meeting with CWA on 21 February.
- Unit 40 Barwell Business Park - Jim will investigate potential noise problems.
- The planning conditions relating to Rushett Farm were approved.
- The application to allow the cafe at 3 North Parade to open on Sundays was refused, overturning a recommendation to permit.
- Peter attended the Local Authorities Joint Health Scrutiny Committee meeting at County Hall, concerning proposals for healthcare in Epsom and Sutton and which involved councillors from various local authorities. The economic argument for the proposals results from the number of doctors available and the hours worked by junior doctors with regard to the Working Time Directive. The preferred option for the location of a new hospital appears to be Sutton. We will continue to monitor progress.
- The Harrow public house is for sale.
- A leaflet produced by the Crown Prosecution Service (CPS) and the Association of Chief Police Officers (ACPO) describes the rights of householders with regard to the use of force gainst intruders.
- Police are taking action in relation to gatherings of youths at Hook Parade on Friday and Saturday evenings.
- The Police are acquiring powers under s.30 of the Antisocial Behaviour Act in respect of problems with youths congregating in Glenn Road. These powers allow Police to disperse gatherings.
- Funding has been obtained for work in King Edward's Park. A users meeting will be held in the adjoining scout hut at 7:30PM on Wednesday 2 March.
- Sgt. Ellis is reviewing the operation of local Neighbourhood Watches with a view to revitalising those which have become inoperative.
- A Safer Neighbourhood Team has been established in Tolworth.
- A Safer Schools Officer is working at Chessington Community College.
- Chessington Garden Centre have provided sponsorship for a new vehicle for the use of the Neighbourhood Police.
