- MINUTES OF THE LAST MEETING
The minutes were agreed.
- VISITING MEMBERS' QUERIES
Sandy Morley, the landlady of the White Hart public house is to take steps to modernise the establishment. The left hand side public bar will incorporate a soundproofed new public bar and games room, with a possible children's room at the back. The right hand saloon bar area and upstairs is presently undecided. Music will be in the public bar only. The car park may be replaced in parts. Plans will be submitted to the local authority in early 2004. They will be copied to the Residents' Association for comment.
- MATTERS ARISING
- 201-203 Hook Road - Mike Hoare is following the matter of covenants. The local residents association is involved.
- The meeting for users of the community hall was attended by Peter. It is hoped that repairs will shortly be made to the noticeboard outside and that the kitchen will be refurbished. Hall fees will rise by 3%.
- A new proposal for the library site places emphasis on youth activities including an IT centre, a recording studio, a learning centre and a cafe. There are two options for the use of the first floor. A tower with a mast would be sited at one corner. Our first impression led to concerns about the limited area for books, doubts as to the viability of the cafe, the fact that many existing hirers would be unable to use the hall due to the reduced size and lack of kitchen area and the fact that the tower appears to occupy valuable space which could be better used for other activities. We will discuss with councillors about further consultation.
- COMMUNITY HEALTH COUNCIL
We await a report.
- NORTH PARADE
A man recently suffered serious injuries in North Parade. The cause is uncertain.
- ANY OTHER BUSINESS
- New planning applications:-
- Chessington World of Adventures - proposal to install a slip lane for northbound traffic into the North Car Park. It is also proposed to install traffic lights at the junctions leading to both car parks. The arrangements for periods when the traffic lights are not required are uncertain. There is also an application to vary the condition of a previous grant of planning permission to have the effect of permitting traffic to gain access to the South Car Park from Fairoak Lane. A scheme to manage storm water is also proposed. A meeting of the Development Control Committee to hear the previous CWA planning applications will be held at the Guildhall on 22 December at 7:30PM. Our principal objections relate to traffic, the "flying eye" and noise from the theatre. It was suggested that the noise and traffic studies being relied on are out of date.
- Planning decided:-
- Rear of 80-92 Leatherhead Road - Application for building of houses. Refused.
- 6 North Parade - Application to retain external shutters. Permitted
- 116 Chantry Road - Application to divert public services. Permitted
- Bell Engineering, Apex House - Application to remove planning condition restricting use to local companies. Permitted
- A public meeting concerning traffic and other matters in Selwood Road, Vallis Road and Somerset Avenue is to be held at St Paul's School on 16 December at 7PM.
- A State of the Borough debate will be held on 13 January at 7:30 at the Guildhall.
- A new computer has been acquired by the Ringmaster scheme, which will also have a full time officer.
- The Home Office is consulting about Building Safer Communities.
- Police are moving to co-ordinate their activities with youth outreach workers.
- Improvements are to be made to parking enforcement services.
- A consultation will take place regarding the implementation of new parking restrictions in Clayton Road.
- Under the STEP programme to improve local policing, Kingston will receive 2 sergeants, 6 constables and 2 community officers.
- A waste disposal problem has been identified. Solutions, including incineration, are being considered. The skips for bulky waste are being withdrawn due to abuse and will be replaced with a lorry circulating on Saturdays.
- Chessington Nurseries has presented detailed plans to the council.
