                 1.Minutes of Last Meeting.

i.        Omitted – Sue to present the petition re Oyster Card Outlet at Just Stationers at next full Council meeting 19:30 18th August.

 

                 2.Visiting Members Queries.

i.        Hook Project.

A resident of Green End was concerned about extra plant being installed on the library roof. Apparently this was one without planning permission and now a retrospective planning application has been submitted. He was also unhappy about the screening as it glows at night, caused by the surface reflecting the streetlights. He has written to Roy Thompson, Head of Planning, outlining his concerns in further detail. Sue Randall visited Green End and did not know what the extra plant was for. She said he’d raise it with the Clerk of Works, but the resident heard nothing after that.

 

The subject of parking in the area was then raised. There was a proposal to introduce pay and display parking in the service roads and the new cark park. A public consultation exercise of those affected, including nearby roads was to take place. Surely it makes sense to hold this before the library reopens. We will raise a question at the next neighbourhood meeting.

 

Would the library be completed before Wembley stadium?

ii.       268 Hook Road.

The bungalow is derelict; it was sold by a broker to a developer. The old doctor’s surgery is also up for sale but whether that includes all or half of the garden is not known. It is believed that half of the garden has been sold off separately (to the same developer?)

iii.    Cycle Lane

A complaint was made about the way the new cycle lanes on the A243 were installed. It was also noted that cars were allowed to park on it. We note that the cycle lane was only advisory.

 

                  3.Matters Arising.

i.        Wind turbines - letter re wind turbines sent, as yet no reply has been received.

ii.       Golf club lighting – the golf club claim that the lights are turned off automatically at 10pm. This is disputed. We will arrange for someone to keep a log of switch off times. We also need to follow up making the lights more directional.

iii.     Chessington Youth Action - the cheque has not yet been signed.

iv.     AGM – Jim still to write to Phil Moore, thanking him for his contribution. There is talk of moving patients out of Tolworth, closing the Royal Eye Unit and moving some outpatients’ services from Surbiton Hospital. A consultation document is being produced. There is also a possibility that the Trust may apply for foundation status.

v.      Rushett Farm – the Public Enquiry will be at the Kings’ Centre , starting 31st October. It is due to last for 4 days.

vi.     Travellers’ activities – near the Star Public House. Patricia Bamford has e-mailed. The Enforcement officer visited the site, the waste has been covered in straw. There were two residential caravans on the site. We have a problem in that part of the land affected comes under the jurisdiction of Mole Valley.

vii.   Cricketers pub – granted extra hours on Friday & Saturday.

viii.  Kings Centre – one complaint about noise during a Christian pop concert. Jim has not had a chance to meet with management about the charges for local groups (e.g. scouts)

ix.     KATA – meeting 20th September. The 465 either runs ahead of time or is late.

x.      Bus incident (non-payment of fares) – Jim still to see Sgt. Ellis re bus driver saying that the police would not come out to this sort of incident.

xi.     Planning

a)          71-73 Leatherhead Road – we objected and it was refused.

b)          44-60 Leatherhead Road (?) – we objected – no decision yet

c)          9 Hatherleigh Close – refused before we got the objection in.

d)          115 Somerset Avenue – objected.

e)          24 North Parade – waiting for decision.

f)            CWA – gorilla accommodation – granted.

g)          Rushett Farm Cottages – not known.

h)          119 Gilders Road – granted.

i)             Chessington Community College – (demolition etc) – permitted.

xii.   Query re distance between properties – Francis wrote for information on our behalf.

                 4.Any Other Business

i.        Hook Library – facing, landscaping & additional plant etc.

ii.       Premises Licence (Public Notice in local paper) - requested for hot food van until 1.00 pm. We will object on grounds that it would be a magnet for youths, litter in surrounding streets and noise – it is in a residential area.

iii.     Malden Rushett Crossroads. Tony Arbour will continue to press Tfl. Peter Headley claims that the site is physically restrained.

iv.     A243 – Advance notice of Road works on the Surrey stretch. Only open North/South. 10/09/06- 14/10/06. Full Closure for 5 nights.

v.      Wind Turbines – letter written raising concerns about noise and the effect of wild life.

vi.     Chessington community College – there were some concerns about the design – Jim to follow up.

vii.   Surrey rights of Way – Sue to discuss with Chris.
