The meeting noted with regret the death of Dorothy Hawley, a former member of this committee.
- MINUTES OF THE LAST MEETING
The minutes of the last meeting were agreed. In item 6(i) the address of the first planning application should read 243-245 Hook Rise South.
- VISITING MEMBERS' QUERIES
- 300 letters have been received and sent to the Council expressing concern at the proposed siting of a telecommunications mast at the junction of Mansfield Road and Hook Road. The objectors are concerned about health and safety, the proximity of the site to schools, the risk of vehicles using the adjacent road colliding with the structure and to the visual amenity of the area. Other local residents are expressing concern in respect of a separate proposal to erect a "dead tree" type telecommunications mast at Gladeside Road. This is within sight of a children's playground. It is likely that the Council will reject both planning applications and that the applicants will appeal. We will oppose both applications and ask the Council to indicate that it would refuse to sell the land. In the case of the Mansfield Road/Hook Road proposal, it may be that the land belongs to Transport for London (TfL). There is evidence that the 'phone companies have deliberately reduced signal availability in the area.
- The draft Urban Development Plan (UDP) proposes to delete a plot of land adjacent Pear Tree Close, known locally as the "Colditz" site. The land, which contains highway waste, is crossed by a public footpath. Applications for planning permission on the site have been refused due to the difficulty of access. It is not possible to gain access from Pear Tree Close. Mr Eric Fowler will object to this modification with our support.
- A resident has objected to the Council publication Livin Kingston as it contains little material not readily available from other sources and that the cost of £80,000 is disproportionate with respect to the benefits. We will write to the Council on the matter.
- ACCOUNTS FOR YEAR 2003-2004
The 2004 AGM deferred the accounts for the year 2003-2004 to the Committee for approval
as they could not be produced in final form for that meeting. These have now been approved by the Committee. The approved accounts differ from the provisional ones distributed at the meeting in that the latter omitted £13.21 received in interest.
- MATTERS ARISING
- Chris is still investigating the proposals in respect of the A&E unit at Epsom Hospital.
- The planning applications at Barwell Business Park for a training centre for plumbers and a conference centre may present problems with respect to the availability of onsite parking and traffic.
- In line with representations received by e-mail, we will write to the Council opposing the Tesco's proposal for lorry parking and a scheme for charging for parking at Hook Parade. We will write to the Council suggesting that improvements be made to the car parking at the rear of the building.
- The Minister of State has not called in the CWA planning applications. An order has been made recently in respect of statutory noise nuisance under the Environmental Protection Act 1990 in repect of Alton Towers following complaints by people living close to that park. We will await further advice from Alex Martin on how to proceed.
- Jim attended the appeal in respect of the planning application to site caravans at Green Lane, but did not give evidence. He will give evidence when the hearing is resumed in late October/early November.
- The planning application to erect houses at the rear of 80-82 Leatherhead Road has gone to appeal. We may submit further evidence to the appeal.
- Material is being tipped at Chessington & Hook Utd FC. Jim will investigate.

- New planning applications:-
- Barwell Court - Retention of two chalet bungalows.
- 50 Compton Crescent - Erection of 2 storey 3 bedroom house. Jim will investigate.
- Unit 1, Hook Rise South - Erection of four internally illuminated signs.
- Tolworth Court Farm - Formation of wetland wildlife habitat.
- Chessington and Hook Utd - Retention of temporary building for changing facilities.
- Clyde Combustion, Cox Lane - Demolition of existing building. Erection of new building. Jim will investigate in respect of parking and traffic.
- Chessington Golf Centre - Erection of 21.8m "dead tree" telecommunications mast. We will object.
- The application for the erection of four houses on the site of Chessington Parish Hall has been withdrawn.
- The application for the erection of an additional storey and associated development at 2-4 North Parade was refused.
- The application to erect two temporary classrooms at St. Philip's School was permitted.
- The application for the continued use of the first floor of the Ace of Spades building as a place of worship was permitted.
- The Churchfields Preservation Association, which successfully opposed building on the recreation ground, has folded. Its remaining funds will be transferred to this association.
- Two meetings have been held with Police
- Antisocial behaviour is high on Police priorities.
- The path alongside Gladeside Close is of concern as are motorcycles at the top of Gilders Road.
- Measures are underway to clean up the area around Hook Youth Club.
- There have been complaints about cycles outside Pizza Hut.
- An arrest has been made in respect of reported incidents in which a woman pretends to be distressed.
- Penalty notices can be issued in respect of cycling on the pavement.
- Test purchases were made to see if local outlets would sell to underage buyers. No sales were made.
- New legislation enables Councils to move antisocial tenants "demoting" the tenancy.
- Cash is available for small playschemes.
- Concern is expressed about large buildings being used for "raves". The public is asked to report any suspicions.
- 13 arrests have been made, of which five were by local officers.
- 160 leaflets were distributed in Nigel Fisher Way with no returns.
- 91 staff days were worked in the local area in less than one month. The new officers have been observed to patrol in pairs.
- At the next meeting with Police, we will discuss the resource allocation formula (RAF) and make representations calling for the retention of speed cameras on the A243.
- Maureen Mills went into intensive care, but is now on the ward.
