Item 3o should be deleted. The minutes were not issued by e-mail as usual.
There were complaints about the frequency of dog fouling down Green Lane. The Dog Warden had been contacted. There is no money to sticker lampposts or print leaflets. Barry Allen is our new Neighbourhood Officer is the person with overall responsibility in this area. (020 8547 5757 is the new Council Switchboard number). New legislation introduced this month allows for on the spot fines. This also covers things like graffiti, dropping litter etc. How this will be implemented has not yet been decided.
Why was the library taking so long to be constructed? Are there penalty clauses for any delay? Part of the problem was due to the need to install an electricity sub-station that was not part of the original plans. The building is now due to open in November 2006.
There was a discussion re the travellers at Green Lane. Their appeal against conviction at the Royal Courts of Justice has been delayed. Illegal businesses appear to be still operating from the site
a The Police still hope to establish a base at the King’s Centre. Negotiations are still ongoing. The three ward teams will act as one team. The third team is now up operational (headed by Sgt Cook). They have not ruled out having a desk manned by volunteers, similar to the new Malden set-up. The replacement to Ringmaster is now up and running. It is an e-mail only service.
b KATA subs (£15.00) are due. We voted to renew our subscription. The petition regarding the 467 bus route had over 1600 signatures. RBK have also contacted TFL. They will have a rethink. A complaint was made about making 467 drivers making U-Turns at the Cecil Court junction rather than going up to the Ace and coming back.
c Surbiton Hospital. – One hour consultation meeting will commence shortly. They are only holding these meetings at Hollyfield Road during office hours. We may also raise the issue of the lack of NHS dentists in our end of the borough.
d AGM – Sue spoke to Dr Phil Moore (a GP in Surbiton and a member of the PCT) has agreed to be our guest speaker. Jim to write to him to set out what we would like him to talk about.
e Rushett Farm – The public enquiry is due to start in May at the Kings Centre. There may be criminal charges brought.
f Cllr Patricia Bamford stated that there was a term in the lease of Hook Surgery preventing the establishment of a pharmacy on the premises. This was against the wishes of RBK, but was insisted upon by thee PCT.
g The question of illegal right turns into Clayton Road was raised at the Road Safety Committee. Neighbourhood police teams and local councillors have been notified about this issue.
h The proposals relating to Somerset Avenue and adjoining roads were rescinded. Over 200 signatures were collected opposing the plans. The money that was allocated to this scheme has now been lost, preventing further changes. A new working party is being set up.
i The road hump in North Parade. This was part of planned improvements, which went out to consultation. It is a safer crossing for pedestrians.
j Sue to see Mr Patel’s re the petition requesting the sale of and renewal of Oyster Cards at that location. (secretary’s note – poster advertising the petition and the petition it self is at Mr Patel’s shop).
k There were only plans for two new units on the travellers’ site at Woodstock Lane but more have been erected. Sue Randall has taken this up.
l Lorries have stopped using Chalky Lane but it is full of pot-holes. There is only money available for patching. Only part of the road is the responsibility of the Council the rest is unadopted.
m 76-78 Leatherhead Road. Planning Application refused.
n Chessington Parish Hall has been granted. 4 houses permitted.
o 24 North Parade – No decision yet.
p Jubilee Way Motor Cycle Club permission granted..
q Work on the A243 is likely to be extended until April. The resident with parking problems has been given permission to park in the Catholic Church car park.
r Chessington Garden Centre – draft plans have been submitted. We will get sight of them.
a. Planning Applications.
§ 80-90 Leatherhead Road – access road permitted.
§ 318-320 Hook Road – Conversion of garages behind Nat West Bank permitted.
§ King Georges Rec – 6 wall-mounted condenser units permitted.
§ CWA – surface drainage water plans – permitted. An application has gone in for a hotel, safari trail & improvements to the North Car Park entrance.
§ Phone mast, 2-4 Bridge Road – we will object.
§ Blackamoor public house – upgrading of outdoor facilities. We will investigate further. We have concerns about excess noise outside especially following the introduction of extended opening hours and the proposed no smoking ban.
b. The new grass cutting contract is up and running. It does not include boxed cuts.
c. New facilities in the area.
§ The Hook Youth Club has been extended for use as a drop-in centre for the elderly.
§ Merritt Centre – a unit comprising 40 beds plus a day care centre is proposed. It is primarily for Alzheimer sufferers. This is not increased bed capacity, but a replacement for the Amy Woodgate Centre in Coombe Vale.
§ We will raise queries at the next neighbourhood meeting re criteria for selecting patients/users for both facilities.
d. Five Acre Farm – Some land has been fenced off and levelling taking place. It has been reported to RBK.
e. CWA – Peter and Jim attended a meeting. They were shown plans for 22 Acre field. A large hotel (150 beds) is proposed. There will be slip roads and traffic lights for vehicular access. Animal areas will drain into a different system. Tannoy noise has improved, but there is still excess noise from the Vampire ride.
f. Tescos – Francis gave a detailed report of the proposed development, after he attended a meeting.
g. Next meetings – The meetings on 1st June and 6th July will be held at Southborough Parish Hall.
h. Committee matters – Chris will not be seeking re-election to the committee after the next AGM. He has agreed to keep his website on local issues going. Sue has a new job, her work hours could make attending the meetings difficult, but she has offered to continue as membership secretary.
